In TMF635 a UsageSpecCharacteristic includes the attribute "configurable" which is a boolean "indicating if usageSpecCharacteristic is configurable or not". What does it mean to say that a characteristic in a usage specification is configurable? All the examples are "true" including "startDateTime" which if anything I would assume is not configurable.
