This point must be challenged and this rule probably modified.
This rule was defined to prevent external system from a buyer to retrieve quote in state 'internal' of the quote seller side. It is the case for example of the pending state but it brings some inconsistency because the quote could retrievable/not retrievable.
One option could be: to keep this state (but without the Pending value) and allow GET on all states.
I suggest to open a change request (Jira) for this point to update accordingly the specification.

As per TMF 648 REST specification document, the Retrieve operation will return a result if Quote is in Approved, Accepted and Rejected state (Refer List Quote section). Can anyone help to clarify what will be the response message when consumer application try to retrieve a Quote other than Approved, Accepted and Rejected state?
