Do we have any Smart City Open API where we can reserve a resource (such as parking spot or charging station)?

As a start, assuming that you are treating your IoT entities as Logical or Physical Resources, take a look at the APIs in the area of Resource (the API table is here).

If you don't find what you need, I suggest that you come back to the community forum and give additional background and context as to what you are trying to achieve.
