Formally (as per the model in the Resource Inventory Open API), these are characteristics of the relationship between Resources. Let's suppose that we have a relationship (for example) between an MSISDN (e.g. +9725264455511) and the corresponding IMSI (972557245783231). The list of characteristics would allow us to say something dynamic about this relationship. But I cannot think of a convincing use case for this (Resource is not my domain of expertise).
Note that this entity does not exist in the SID, and so there is no trace of it or examples in the SID guidebook.
Also, the Open API does not have characteristics for ServiceRelationship and ProductRelationship.
Unfortunately the person who led this API is no longer active in the Open API program, but perhaps Ludovic Robert (leader of Product Inventory API) could give insight.
