Diego, it's up to the business model that is being used by an enterprise as mentioned in my original reply. Personally, I would advise against it because of the implications, a few of which I mentioned.
Sri Jagadish, thanks for refreshing my memory about the discussion in the Catalog team.
I suggest that one or both of you submit a change request that explains that the association is not required and some reasons why.

Howdy, Diego. At least one member of the original Catalog API team who developed the SID model upon which the API is based had a business model that allowed ServiceSpecifications to be offered. There was quite a debate about this if I recall correctly surrounding the impact of this association, such as any processing that dealt with ProductOfferings and how to provision the offering that would now require determining which spec (Prod or Service) was related to the offering. No real consensus could be reached, so the association was kept.
