Please note that the examples in the spec documents are informative/illustrative, and not NORMATIVE. It could be that when the example was crafted there were plans to create a work order API, but in the meantime there is no such API. Alternatively, the author wanted to illustrate the ability to refer to a private API that is not part of the standard - the RelatedEntity pattern allows reference to any entity type.
