Just checking that I understood your requirement correctly. You want the history of the service, or more generally, history of an entity.
We have something like that at the moment for TroubleTicket, and there has been discussion in the Open API team for defining a generalized history pattern. It might be introduced in a future major version of the design guidelines.

TMF638 defines the service model which has below attributes
- startDate
- serviceDate
- endDate
There is no attribute which can show details of updateDate and updateStatus
I feel the only way the hub/listener can get to know about the service date/timestamp is via notifications eventTime
If a listener wants to poll instead of listening to the notifications - These is no way as per the current service model attributes to be able to query what services changed in last 24/48hrs or what was the status post update/modify operation
Should there be a jira for the same? Or is there a field which can be used
