I have tried to do a mapping of the Functions in the Application Framework (the lowest level in AF, aka the Functional Framework) and noticed the same issue.
The Application Framework have the Applications (and subsequently their Application Functions) grouped in the same Domain structure as "eTOM". Of Course I noticed that the ODA FA Functional Blocks did not mention a lot of the functions in the Enterprise Domain, and for the Application Framework also the Integration Domain.
Some of the Enterprise functions will be mapped to the "Intelligence Management Block", but a lot of the more "Corporate Management" type of functions (e.g. Finance, HR, Salary, etc.) are not mentioned in the ODA FA. ODA FA is very Direct Business/Commercial Oriented.
I accepted ODA to be a model for the commercial view of an enterprise, and not to have the ambition to be a full Enterprise Model.
In my mapping I introduced two new FA Blocks "Non-Commerce" and "Corporate Information Technology" to be able to map the "not direct commercial functions".
If ODA Functional Architecture shall model all functionality of an Enterprise it needs to be improved.

Are the enterprise domain process blocks mapped to Open Digital Architecture.
ODA seems to define the functional blocks to define various solutions for Enterprises however there doesn't seem to be any mapping with the Enterprise domain blocks like Enterprise risk management, Strategy and planning etc.
any pointers will be appreciated.
