    In a green field deployment of a Cloud network for a small operator would you purchase a Service assurance system or invest on the NMs layer?

    Well, it really depends on what you want to implement on top of this Telco Cloud? If you are looking at managing health of Telco Cloud itself then you may not need Service Assurance. If you a looking at managing complex virtual network services on top of Telco Cloud then yes, you would need Service Assurance system. Monolith vNMS could be good option in that case that you may consider.

    I would look at the strategic approach of the organisation, if it was to move towards more of a cloud based architecture, first I would look at what I could leverage in the current NMS system and then look towards investing in something new which would be more suitable moving forward.  Of course your options would be varied dependent on private, public and hybrid implementations of cloud architecture.

    I'm not sure how one separates the two.  Regardless of whether the network is in the cloud or not, how do you plan to assure the services if you don't know the network state.  Now...if if you are buying network services from someone else, where you are a VNO, then the amount of NMS capability you need may be limited because more than likely, the "actual" network operator will lock you out of certain things.  But you have to have visibility and you have to have some form of Service Desk.  Looked at another way, if you don't have some degree of NMS, how do you plan to do SA (problem handling, SLA management, etc.)?
