    I think you need to first frame the question in understandable terms from the perspective of these telcos.  What do you think they actually need to secure that is not the responsibility of vendors running on their networks?  Where does the line get drawn between what they need to provide and what responsibilities extend beyond their control...

    At least for traditional security that is in the enterprise and in the face of their customers.

    The challenge to your question is not that telcos avoid security, rather they avoid interfering with applications, vendors, customers unless they are forced to do so.  Interference can, at best, meet expectations and often causes massive issues.  Avoiding unnecessary complications is paramount and working in security appears to be a nonstarter from this perspective.

    Telcos need the proper tools to secure their systems and that protection has to start with zero impact on customers, consumers, and hosted systems.  Until then, they are forced to push the responsibility onto their customers even if they realize that they might be able to provide a superior solution.
