    CPQ (Customer Price Quote, or perhaps Create Price Quote) - a functionally typically used when developing orders for business, corporate, government, as against residential.

    Regarding TM Forum functional analysis (eTOM, TAM, ODA), @Avi Talmor​ or @Kaj Jonasson might have some useful pointers here.​
    Regarding the Open API, you can see that there is a Quote API TMF648 in the table https://projects.tmforum.org/wiki/display/API/Open+API+Table.
    To my best knowledge, the Information Framework (SID) does not deal with quotes (apart from the existence of Customer/Party Quote as an abstract object).

    @Jonathan Goldberg I have looked for some time in SID and indeed there is very little regarding Quote.  eTOM makes reference to a Proposal Creation process but a Proposal is somewhat "grander" than a Quote.

    I would recommend to anyone looking for CPQ functionality to research vendor capabilities.  There are several out there.​​

    Perhaps the answer will rest on what are you looking from CPQ in your enterprise? 

    I have gone through two different vendor CPQ implementations in Telecoms space. Both had different set of challenges and limitations. I also very much doubt if there can be a set of rules which can be applied to all scenarios, since  sales processes and sales enabling tools are different for different enterprises.

    I can point to you to few options if you like.

    CPQ stands for Configure Price Quote
    Configure: Provides end-user (consumer) a convenient way to configure the product they aim to buy. In this context for example a consumer configures a quad-play bundle. Beside the improved conversion rate it guarantees a valid order. This is even more important when we talk about complex B2B orders, like a complex network topology order.
    Price: Provides price book, price rules and entitlements to provide the right price for the right customer. The opposite of one price fits all, as widely used in B2C. Again especially in B2B world this requires a flexible tool to increase sales and protect margin.
    Quote: Used in direct sales for B2C and B2B business to provide a unique offer to the consumer or B2B customer. With manual discounts and dedicated proposals. Approval workflows as used to control the discount limits a seller can operate in.

    Configure is typically embedded into a existing sales portal. Pricing is a back-end functionality, used by configure and the sales-portal. Quote again is typically linked and/or embedded with a CRM system. It uses configure and pricing. Direct seller use it on a Mobile/Tablet to configure, approve and generate proposals while on customer site. Hence improve opportunity to order sales cycle. CPQ needs to come along with a product catalog or to be integrated into a existing catalog.

    As @S. Syed mentions, you will always find challenges and limitations with CPQ vendors. The reason is that they will always have pre-determined rules which undoubtedly limit the business flow unless you can fit the product exactly to the requirement. The most cost effective and efficient method is using a low code platform with CPQ functionality. This allows the implementation to be flexible and fast.     Have you looked at Oracle CPQ  (formerly BigMachines)? It is a market leader in CPQ in Gartner Magic Quadrant... We have expertise with Oracle CPQ and Salesforce CPQ implementation expertise. But for large corporations Oracle CPQ. Attaching some information that will be useful.
