In the resource model of both TMF640 and TMF641 it is possible to associate a Characteristic to a ServiceRelationship.
Surprisingly, though, in TM641 there is no Characteristic associated to a ServiceOrderItemRelationship.
So, basically in an service order I can define a characteristic if my service refers to a service (instance) that is already in the service inventory, but I can't define a characteristic if my service refers to the same service that is not yet instantiated (as it's in the same service order).
Is this a gap in the API or there is a reason for this discrepancy?
