I'd suggest you read the guide books from TM Forum:
- GB922 - Product (examples of promotions are given), IG1233, IG1261
- search the term "promotion" in the TMF communities.
- search the term"TMFC001" and "promotion" in TMF confluence
- there is also the TMF671 promotion API with documentation.
PS: you should have posted in the ODA community which covers the SID etc, here we talk about APIs.

From your experience with TMF data model, how do you model discounts/promotions (assuming it is pure billing item)?
One approach is to model them as a separate offers. New discount - new product offer with price.
Another approach would be to model is as part of the price model.
In latter case, discounts and promotions will not be stored as part of product inventory (assuming all "monetary" items are stored in billing system).
Where in first case, very likely it will go into product inventory.
