The original intention for TMF676 Payment Management was to maintain a record of payment/refund transactions. However, the API has evolved over time and many vendors/operators are now using this API to initiate the payment/refund. So to answer your question, yes, TMF676 is an option for your specific use case.

We are doing digital transformation where customer can raise Complaints Adjustments in case of there is any issue in their bills or re-adjust the amount in next bill date. Please can you elaborate on the kind of adjustments you are referring to? TMF676 is the Payment Management API. TMF666 Account Management API is used to handle changes to the Billing Account.
