Is there an Open API which discusses on allocating bandwidth limits to customer dynamically? I researched and did not find any references related to it.

I believe there was a catalyst that showed how this could be done. If I recall correctly, it involved TMF628 Performance Management and TMF702 Resource Activation.

But I don't know if they handled the financial/pricing aspects of this.

    Perhaps @Gervais-Martial Ngueko can assist.

Yes there was a catalyst "C23.0.515 : Private Optimized Connectivity" demonstrated during DTW2023 in Copenhagen like @Jonathan Goldberg mentioned.

it was using TMF759 (which is a derivative of TMF702) for the connectivity switch and TMF628 for the performance monitoring.

The financial/pricing aspects were not handled in that Catalyst.

here is the link to that Catalyst https://www.tmforum.org/catalysts/projects/C23.0.515/private-optimized-connectivity
