    Hi

    I am exploring the idea of evaluating the service state of a service (638) using 645:`checkServiceQualification` with expected service state at an address.  TMF645 describes technical eligibility depending on the context of the interaction. This could be interpreted in couple of ways. 

    1. Whether the user is eligible for a service for at an address.
    2. Or if the address has a specific service available without any use context. 

    I am seeking for thoughts or comments if the latter could be considered.
