Yes, you are absolutely right. What I wanted to say is that the existence or proposal of a component seems to have as consequences:
- a business entity managed by this component.
- a non-trivial API exposed by this component.
So, I guess that, in the context of the question asked by Mahendar, a service qualification BE will, at some point, be specified. Unless the service qualification component is dropped from the inventory of components.

Actually in the Technical Architecture & Components project, the current Service Qualification component specification mentions "the need to create a Service Qualification BE."
In the last ODA E2E Use Case meeting (IG1228), we discussed this principle (Component => managed BE) extensively with @Sylvie Demarest for the case of fallout management.

I'm not sure that these task-style APIs are represented explicitly in the SID. Even if a service qualification entity is persisted, we could argue that the persistence is technical in nature and not necessarily reflected in the business.
But perhaps @Cecile Ludwichowski or @Kevin Scaggs want to add their perspective from the SID team.​​
