I am not sure if I'm the most qualified person to answer this, but things like address and name can be surprisingly abstract concepts. In Australia Telstra's LOLO database is used to manage address information, and it has a very specific format for how addresses are to be entered into this database. Unfortunately while this interface works for most cases there are very annoying edge cases such as when there is a new development and the local governing body has not reallocated address information at time the occupants wish to provision new telco services, which does put a spanner in the work. I have family who have worked extensively in Asia and I know from their experience that addresses get a lot more crazy there.
I am not sure if TM632 specifically specifies address information, I certainly could not find it. But I would imagine that it would not be explicitly listed there because of the different ways states control this information. I would imagine that you would need to identify the governing body for the countries you are operating out of, and comply with there standard. The API should be flexible enough to allow for this.

Is there also something to help with how to incorporate detailed address for a party?
I guess any one can tailor an API to their needs and add an address ref in the party resource.
Would that be the way to go?

I am assuming you are referring to specification TM632? If so what is wrong with the IndivualIdentification to expose something like Tax Number ID? I know that TAX laws in Canada are a nightmare and in Australia we have to deal with the Australian Privacy Policy (APP). So it would seem reasonable that we do not have things like TAX ID exposed unless it can actually be used by the application and country in respect to the laws of the land.

- I see that party API has address information only through contact medium. Therefore extensive address details are not provided for a party. In addition I cannot find a ref to an Address resource. Is this out of scope or is there another way to approach this?
- I don't see a clear way to expose tax number id other than using the individual identification (e.g. type: "Tax"). Is there any other suggested way to incorporate tax number in party resource?
