I'm sorry to not have real-life feedback on this. The definition comes from the SID: 'This is a Boolean attribute that, if TRUE, means that this Service can be changed without affecting any other services. I will consider this attribute as a "warning" is it is valued to no because it means that other service(s) is(are) relying on it to work and probably before to modify this service or terminating it, it is a 'good idea" to make some change management analysis.
