There is no specific Open API for dealing with HR, employees, etc. I would suggest that this is a lower priority for TM Forum standardization, since it's not in the mainstream of telco operations (and of course is not specific to telco domain).
You can of course define an Employee entity as an extension of PartyRole, and define Vacations as other entity. Worthwhile looking to see if and how the Information Framework (SID) treats this area.
