Hmmm - that shouldn't be happening, I saw the same problem :( . I'll report it to the people who maintain the table.
Other swagger files appear to be OK.

All the fully published API assets, including Swagger files, are available at the Open API table here: https://projects.tmforum.org/wiki/display/API/Open+API+Table
TMF644 Privacy Management is present in this table. If you are having difficulties:
- Make sure that you are registered as a user of the TMF website
- Make sure that you are logged in to the website
