It's not an either/or question. I'm also starting to thing we may be getting a bit too pre-occupied with definitions and drawing lines between things but that's for another post.
If you own infrastructure (network, etc.) you are by definition providing services of one form or another. And you may elect to offer other types of services as well including various types of XaaS or even some kinds of content. At the same time, you may be a service enabler to others in your ecosystem/partnerships/supply chain.
They key is to be able to do both well and to be able to switch between (or use) the ones that are most appropriate for the given situation at hand.
