While it's true that many examples in Open API user guide show residential B2C scenarios, I think it is going too far to say that the APIs are B2C-focused.
We have (for example) Partnership management API, which is very clearly a means of setting up partnerships between B2B parties. The Service Problem API (if I recall correctly) includes examples of problems in one Service Provider affecting another SP, and the Catalog APIs include communications between catalogs of different SPs.
Work is going on in the ODA functional team to create use cases and business flows, some of these refer to provisioning of broadband end-points by partner SPs, using the relevant Open APIs.
Hope this clarifies the situation.
