    The TM Forum  Modern Data Architecture Team is addressing some of your points. although the focus is more on Data fabric rather than data lakes.  Not sure if you are a member but if you are you can join at:

    and there is a white paper proposing a Self Service Data Platform (SSDP) to address many of your points .

    Specification work is just starting in the team.
