Open APIs

Hi,

I saw there was a thread on "Billing adjustment & disputes" but it was closed.  I would like to know if there any API currently handle any ad-hoc charge adjustment.  Use case such as

1. financial account level charge adjustment
2. billing account level charge adjustment
