I am designing postpaid mobile offer in product catalog.

When customers subscribe it, they need to fill their home address.  I am not sure if the address is characteristics or it is place ref. How should be it differentiated?

I am not sure about the exact details or relevance of the address details for a mobile RP, I reckon you are trying to achieve location locking. However, party, account and place related details -in your case address- are better be derived - i.e. referenced- from CRM to avoid any mismatches and allow centralized and governed management for such details.

Bear in mind that it's always recommended to decouple such details from provisioning unless really needed - a good e.g. is the location locking in this case-  in contrast, all change scenarios to be planned and handled properly.
