You could use Category trees (Category is an entity in Product Catalog API TMF620).
Additionally, if there are specific add-ons that are relevant for offerings, you could create bundled offerings including those add-ons, or alternatively refer to add-ons via a product offering relationship.

In product offering, how do we differ if the product is a base(mandatory for service) pack or an Add on(optional which can be purchased separately) such as postpaid base pack and additional Data pack or Additional services pack.
