Thanks for raising this. It could apply to any of the customer-level entities (Customer itself, Product, Billing Account, Service, and many more).
The thing is, it's an implementation-specific decision on how to limit the scope of queries. I don't think that TMF, as a standard, can decide unilaterally that (for example) customer context is mandatory.
Additionally, there are (in principle) use cases where you might want to allow mass retrieval of data (presumably with cursor/keyset paging).
Hope this is reasonable
